Yes, I know this. But these extra licenses were bought because of the longer waiting times due to the addition of Kindle lending. Now that Kindle lending is gone, these extra licenses are just an extra cost to the libraries. Penguin still owes money to the libraries that bought extra licenses because of Kindle lending.

Lets say you own a Kindle and a Sony. You bought two eBooks. One in ePub and one in AZW. You have the Kindle, someone else in the house has the Sony. You go to read the Kindle version only to find you now have two ePub copies. I would think you'd want your money back for one of those copies. I know I would.
