Amazon makes a distinction between access to Wikipedia.org, which is free, and general web access which is currently free but might be charged for in the future. So far as I know, the only current access charge is $.10 per e-mail attachment delivered wirelessly to the Kindle.
As usual with these agreements, Amazon can always screw Kindle owners any time they want. So far they are not doing so.
