Actually, they are incrementally adding new features to the builds we are getting--not failing to fix bugs. My sense is that they want this update to work flawlessly, and so they are building it out bit by bit and having us try everything as they do it. It has seemed like a very healthy process from my POV. I hear you on wanting it sooner, but mostly, I'd rather have it better. The last thing anyone of us wants is to have everything working well, and then the next step takes us backwards in some way. This process seems designed to keep that from happening.
PS: As an end user I can't see/don't know about what is being planned for the future. When the developers are working they have to make sure not only that the device is working properly when the update is released, but also that the things they are doing will work in the future, when other features will also be there.
