By default, calibre will create a break and start a new page every time it encounters a new heading tag/specification. If you either use heading formatting for non-heading items (e.g. author's name on the title page, ...) or break a single heading into multiple separate headings (happens with some creation programs when headings are manually broken into multiple lines).
There are controls on the "Structure Detection" page in calibre's conversion dialog to alter this behavior. These will often be sufficient to accomplish the task. Sometimes, though, it is easier and/or more straightforward to convert the original to ePub first and edit the ePub in Sigil to correct the formatting before converting the ePub to Mobi.
