It varies country to country in my view - Japan I have had to pay for internet access bothin Tokyo and Osaka, in India I paid for it in Delhi but across China - Beijing, Shanghai, Chongqing and Guangzhou it has been free, the same in Seoul but I believe a lot of Hong Kong hotels also charge.
