Turns out one has to read carefully. It says "Prime Members $0.0" (read for free) [ i.e. the prime member loan deal].
Fortunately, they've made the BUY IT button clearer (I almost goofed and bought it). The BUY IT button now says "BUY IT for $7.99" to make it clear that it isn't free unless you are a prime member.
