Wall Street regulations are ineffective because that would harm those who own the politicians. This legislation (potentially) opens up additional revenue streams for capital and has chilling effects that capital may find useful. It also may provide a model for policing intellectual property abroad, which is part of the long term strategy of Western capital for maintaining its hegemony.
