"Best" is a value judgment you have to make yourself based on your situation...

... but for me it has been to convert the original to HTML with absolutely minimal formatting and then open that in Sigil letting Sigil create a basic ePub. I then do the real formatting in Sigil.

I generally find it more difficult to massage formatting in a converted document than to start by converting an all but unformatted document and doing the formatting after the document is an ePub.
