I'm not sure. I notice it only periodically, lasting for about a minute.

I use an alternative keyboard called "Hacker's Keyboard" that gives me a proper full keyboard with function keys and everything. If I change my input method to the normal keyboard and back hacker's keyboard it fixes the issue.
