To my knowledge... you are never charged for wifi delivery/usage. Only 3G. So if your Kindle is Wifi-only (you didn't pay extra for the 3G model), you'll never incur any extra charges, regardless of where you've connected to a Wifi network (unless they change their policies in the future).
If you have the 3G model, just make sure your "maximum charge limit" is set to $0.00 in your Amazon Personal Document settings and you'll never have to worry about accidentally incurring a 3G charge.
