Because at $400, a 7" tablet is overpriced in comparison - you've usually got a smaller battery and maybe less RAM depending on how 'budget' the manufacturer considers the 7" tablet to be. The screen's one of the bigger expenses in a tablet, IIRC... and smaller screens tend to be cheaper to make than their larger 10" cousins.
