Calibre runs on a laptop or a desktop (Windows, MAC, Linux, or BSD) and it can manage the ebooks on one or more handheld devices (Android, Kindle, various EInk Readers).

The normal way this works is that you connect your android device via USB so that it show up as a disk drive (i.e. shows up as a letter drive under Windows). Calibre then writes the ebooks to the folder on the Android device that you choose.
