I've seen that with one of the big publishers, can't remember which. It's open to new writers, you send your work in and if they get around to reading it and think they can make some profit from it they sign you up on a crappy royalty rate and get first refusal on your next 2 books at the same crappy royalty rate. If they still want you after 3 books you can renegotiate after that.
