This happened to me - no warning or reminder, it just expired. When I logged a support call they told me and advised that I had to renew the same way that I joined up. Seems a bit long winded really. I decided not to renew - it's gone up in price and my local library is now offering ebooks.

Yarra Plenty in Melbourne is also cracking down on non resident members. They cancelled my membership (I'm a kiwi). But only because I brought it to their attention when I called in to join up my son (who is under 18) when I was there last week. Dumb move on my part....
