If you create a file called dummy.PAPER, then you can add this to the individual records in the edit metadata window (formats) or the book info pane, or multi select several files to add it to, click the arrow on Add books, and 'Add files to selected book records' and then browse and select the dummy.PAPER file.
You then have Paper in formats.
