There's plenty of Android devices w/o cameras that use the Android Market. It is however closed source and its use requires entering into a licensing agreement with Google. I suspect this is why Kobo passed on it.
As long as the Vox doesn't disable the "Allow Unknown sources" option of Android, any apk the hardware supports should be installable via SD.
