I think that DRM plus the DMCA keeps ebook prices higher than they might otherwise be. If the DMCA were not around, I think that DRM might have some marginal effect on prices, but only marginally because users would be able to buy DRM stripping software legitimately.
That's why I think that the purpose of DRM is not to prevent piracy.
