I just got a replacement Kindle this week which has 3.2.1. and I noticed the syncing of personal documents worked (I'd continued to read a non-Kindle book on my phone after my Kindle broke and I tried the 'sync to furthest page read' on the replacement Kindle and it worked. Haven't tested the personal docs archive thing yet but like Dreamwriter says, the 3.3 update is only for 3.1 or lower according to the Amazon page, so not for 3.2.1, and I've had wifi on today but no update has happened. Seems to me that would only make sense if the features are already in 3.2.1., which is what the newer Kindle owners already have, and the 3.3 release is just for those who were still on an earlier version.

It should be for all Kindles since it also updates the SO's to Local Offers...
On another note, now we will need Personal Documents sync for all Kindle apps as well...
