So it is simply not possible for someone to release on the App Store an app which would then allow the running of Android apps. What is more probable is that what they are discussing is a way of melding their code with a given Android app to produce a new iOS app. Essentially an Android-iOS emulation layer.
HTML is an interpreted language for text layout, and many IM services use it. That is what I thought of when you said that interpreted code wasn't allowed.
