At November, when it is released, amazon will probably ship outside us, but then, you've always got your friend.
If are willing to pay more for the tablet and the different screen doesn't bother you, i'd say go for it!

As the owner of a Kindle with 3G I can happily say that it works across the Globe. I used it in New Zealand and Australia.

I would not expect the Kindle Touch to be available before Christmas. I have no idea when the Kindle Fire will be available outside the US.
