I checked and it seems my settings screen for Metadata download is different from the one you show, but the content looks similar. The Ratings box is checked, so that isn't it.
What I am referring to is the right-most column in the default view of the library. There is a column called "Quality" and it has stars. That used to get populated by whatever the Amazon rating was. Now it doesn't get updated at all.
I would attach a screenshot, but I'm not sure how. The image attach button here asks for a URL.
