Because the Fire is being sold primarily as a content platform for Amazon's video services, and those aren't available outside the US. Given that Amazon appear to be selling the Fire at a break-even price, or possibly even at a loss, with the expectation of making money in the future from content sales, it's unlikely they'd sell it in a market where that potential isn't there.
This is all just my personal opinion, of course.
