No, no, no, not at all! (Librarian speaking here. )

However, many libraries are only able to provide free library cards to residents of their county and/or state. (Most times that's a budgetary concern; but sometimes it's legislated at the state/county level.)

But, in those cases, they'll usually still issue a library card to someone who lives out their service area for a fee. (Sometimes the fee is one-time, sometimes it's annual--depends on the library.)

The website for my library doesn't mention whether we would issue cards to US Veterans who live outside of our service area (without a fee, I mean), so I'm planning to ask our Director about it when I'm back at work middle of next week.
