Try running Kobo desktop app as an Administer.


You can do this by right clicking the Kobo desktop app shortcut and choosing "Run As Administrator" And then plug your Kobo in and proceed with the the setup.


Sometimes just a simple thing like this is all that is needed. Because Windows might have been blocking Kobo from accessing the internet.
