assuming you meant "and" instead of "or" in your compound question.
"no" its not non-standard behavior in Kindle books but instead non-standard, by Kindle standards, behavior in the others AND yes there is a method to accommodate to this behavior in calibre.
It's not non-standard behavior in Kindle books that you are seeing. It is a convention in Kindle/Mobipocket books to accomidate the long present behavior in Mobipocket reading software, whether traditional Mobipocket or modern Kindle. The software's sorting of ebooks by author expects the Ln/Fn arrangement. If anything is non-standard, it's the non-Amazon books using Fn/Ln
I keep my book in calibre and keep them all in Fn/Ln. I have my Save to Disk and Send to Device functions tweaked to use {author_sort} (calibre's Ln,Fn arrangement) rather than {author} so that the books on my device sort properly.
This also allows me to manually enter customized text in calibre's {author_sort} field for a particular book when the automatic conversion from Fn/Ln fails (e.g. when the author's last name is multiple words, ...)
