Yeah, I reckon this is partly to manage stocks and partly to ensure local suppliers of Kindles don't get upset.
Big W in Australia has just started selling Kindle Keyboards and a Kindle Touch 3G would probably take the wind out of their sales (pun unintended).

You can still order a US-only Kindle and get it sent to a US forwarder (eg MyUS.com or Shipito.com - just Google "US shipping address") - of course you need to do the numbers.
I worked out that getting a Kindle Fire to Australia will cost around $US 250 - this assume Amazon ship it for free to the US address - which I think they will. (I don't know if this process makes you eligible for the other Kindle services - if it did it would be a nice bonus.)
Anyway just my two cents. I have a Kindle Keyboard (wifi and 3G) and still enjoy it and while the Fire is tempting I will wait...a bit...maybe...
