A mobi can't
open to its cover... because the cover is part of the metadata. So it can't open to the cover any more than it can open to the author or the language. The creator of the mobi can easily insert the cover into the text of the ebook and have it open to that, though.
There's no reason I know of that the Kindle software couldn't be modified to show a thumbnail of the cover on the home page... or to even have a cover browser. They
haven't done it, but there's no limitation of the .mobi format stopping them.
