Well, that is what I was referring to in terms of 'artificial' restrictions. Of course it will be a subset, but if App Store is to be a successful alternative to Market, or even attractive to Fire users, they cannot arbitrarily reject apps, or prevent app developers from submitting apps that are compatible with the version of Android that Fire uses.
