No it isn't. The model that's being sold in the US for $79 is the non-touch model with special offers. The equivalent model WITHOUT the special offers is $109. As you will be aware, all the "special offer" Kindles are US only.

$109, at the current exchange rate, is £69.67. Add 20% VAT and you get £83.60. Calling the UK price of £89 "a huge rip-off" seems to be a slight exaggeration - it's only £5.40 more expensive than the US price.
