Are astronauts allowed to participate? I'm sure one could devise some kind of appendage to their suits that would allow them to pee really, really far in space. But that'd be cheating I guess.
If you could actually harm a plane with a mobile phone (even a modified one with a stronger signal), I don't think they'd let you take it on the plane at all these days. So the conclusion is that these devices are harmless. Regulations aren't always right, especially when its about modern technology, like the one that says you have to overwrite a hard disk dozens of times in oder to delete data, when in reality it's not possible to restore anything that was overwritten once.
Even so, I think it's okay to have these devices turned off and tucked away (also regular old books and everything else) during start/landing. It means fewer things hitting you in the head

when the plane suddenly decides to go whacky during takeoff/landing. Unless you wrist strap it like the Wii mote...
