Google Talk Authentication Failure

I have the Google Talk Authentication Failure problem that is linked to failure to download apps from the Android Market.

This Authentication Failure also can occur on cell phones and is sometimes linked to chat not being enabled.

On my Linux computer, I have gmail with talk and chat working.

I don't know how one tests if chat is disabled on the PE and if so how to enable it. Since it isn't linked to a cell phone account (in my case), I can't call a telephone service provider and ask them to enable it for my PE.

P.S. This is ensnared in the failure to obtain Android Market downloads as most readers probably know, and I have looked at threads related to gapps and the Android Market but haven't seen this question spelled out and answered.
