Written in 1918, this novel is set in 1916 during WW1. It's basically a spy novel, first focusing on the efforts of several different spies trying to get the formula of a new explosive, then shifts gears (and protagonists) and is about the US's entry into the War.

For the most part it's pretty good - some tacky racial language in the beginning (interestingly, while it is still set in England)
