Of course it isn't, which is why it's extremely rare to see that happen. Publishers (or, rather, the conversion houses they use) have been routinely embedding fonts for a couple of years now - it's standard practice. The real gripe is that they universally use Charis rather than picking (and licensing) a font that's appropriate for the work (as they would when laying out a hardback).
If you come across a
retail ePub that fails to display non-West European characters then you should complain loudly to the publisher.
