In order to convert a .rtf into mobi I follow this procedure. It works most of the times... I'll open the .rtf or.doc into world, then I'll save it as a web page. Once saved as a web page then do, right click and open it with Notepad. Delete the line referring to the character set (ex.:<meta http-equiv=Content-Type content="text/html; charset=windows-1252">). Then file, save as and, change the encoding to UTF8 (left of the save button), then save and replace the file. Open Calibre, drag the file, go to 'Convert Books" menu, then look and feel and change the input character encoding to UTF8. Click on convert and you should read the Romanian diacritical signs correctly, when you transfer it into your Kindle.
