Whether the law clarifies anything or not, the courts have more important issues to deal with then trying to prosecute everyone and their brother/sister for removing drm from their legally purchased books for their own personal use.

There are tons of laws on the books that are simply unenforceable and this is one of them.

So unless you decide to go to a police station and announce that you are breaking the law, I don't think anyone has anything to worry about.
