It's not messed up. Lots of county library systems are like that. Frequently, you'll see some smaller cities who want to go it alone and set up their own public libraries. Most of them will also have reciprocal borrowing agreements with other libraries in the region, including the county library system. Occasionally, you'll run into a few who choose not to participate.

My county library specifically excludes several small towns, because they want no part of the county system. So the real culprit in these instances are the small cities and towns who choose not to participate; not the county library systems.
