On a blog you can just go back and change the old chapters as you need to, it's mostlly just a way of getting early feedback on it but doing it in public. It's also good for getting you into a routine of writing something if you know you need to have a new chapter ready each week.

I can't really see anyone paying money to read something like that, unless it was a fairly well known writer.
