I haven't seen a pattern in the amounts of the coupons but the highest has been 60% off and they seem to come every couple of months. I try to hold out for these, but a lower one can be used in combination with the 15% off for new books for a pretty good discount too. Also, keep books you are interested in on your wishlist as they periodically discount everything on your wishlist that has been there for more than 2 weeks. (They don't notify you of this, you just have to check your list.)

Yes, just registering is free. The fee was for the Buywise Club, which they discontinued except for those whose membership had not yet run out.
