No, it's a real GPS unit. It can receive the signal being broadcast by GPS satellites. You just can't get it on the WiFi model because this feature is built in to the cellular chip.
It can't use the towers without service. However those are only needed for the "assisted" feature, which reduces the time it takes to get a GPS lock during a cold startup.
