By default calibre is setup for an external application to read cbr files and you don't have any application set up on your computer to read cbr files.
Calibre preference between internal and external viewers is located under
Preferences - behavior.
Keep in mind though that if you select calibre's viewer, it is an epub viewer at heart and any book will have to be converted to pseudo epub on the fly to be viewed in calibre's viewer.
