I didn't live in Germany but that (village/countryside) was the first explanation that popped up into my mind.

In the cities, betreutes Wohnen is absolutely normal. So normal, as a matter of fact, and so used, that it is considered one of the last very good investment for investors looking for good business opportunity to park their money. Our bank keeps sending us leaflets about those.

It is popular in the UK too. At least with those who can afford it.
It is
very unpopular to live with parents here. Parents themselves are not keen on living with children and try to get rid of them as soon as economically possible for both parties.
