Again, not that I know anything for sure, but one possible scenario that comes to mind is the dev team and the marketing team going back and forth, with the marketing team saying "this forced reset stuff is *killing* our reputation! When will it be fixed??" and the dev team replying "soon, soon!" -- with that being repeated week after week after week. The devs could honestly have believed it would be "soon", but kept running into new issues that delayed the final delivery of the fix(es). Or they could have known it would take a long time, and just were not forthright with the marketing team or upper management.
*shrug* Pretty much no one outside of Kobo knows for sure, but it's fun to theorize.
