Yes and no...

First quantity of karma has no meaning. None at all. So even if you could give a billion billion billion billion karma to some one, it still would have the same value as... well nothing cause quantity of karma means nothing.

Second... the amount you can give, and how often you can give are caped depending on the age of your account, and other factors so its not free for all... not that it would matter cause... see point one.
