That's it??? I know, i've seen that as well. It looks a bit ugly, but:
a) does not cause any problems.
b) Seeing as how someone went to the effort to actually create that behaviour, without doing deep research into why, I can only assume it is to work around some other problem people were having with those directives in the css.
