LG has a license with EInk to build their own displays. They purchase the Eink film from Eink and then apply the other layers in their own production facilities.

They do work closely together. For instance when LG built their color Eink display for CES last January, the Eink engineers actually built the waveform to drive the display.

Eink also has partners to help develop next generation displays for OEMs etc. So Eink themselves dont build display controllers. They work with Epson and TI to create/make components that can then be used with the EInk built displays that can in turn be used by other companies (Amazon, B&N, Hanvon, PocketBook etc etc) to build reader devices.
