Reading is an active thing, the brain imagines what the words are describing. TV provides sounds and images, so the brain doesn't need to work, hence less activity. The brain activity goes back up if the TV watcher grows tired of The Sopranos and switches over to play GTA4, since video games require the brain to be active (analyze, react, solve problems).
