If you always have access to wi-fi, sure. If you're limited to a 5GB monthly 3G cap or lower, probably not. Cloud storage is only as good as your internet connection. It's the same case even now. We don't need Apple's iCloud to get streaming media to iOS devices (although it would certainly make streaming easier to do for most folks). There are already existing services and apps that allow you to stream content to iOS devices.
Granted, I don't think I've ever seen anyone using their iPad to listen to music (unless it's on a dock or something). Most of them are just using their iPads for video, games and web browsing.
