I had this same problem a while back, and tried all kinds of things without success. It did turn out to be a corrupt file. I was using my Wifi connection to download the program. When I plugged my laptop directly into the router instead of using the Wifi, I got a good download and was able to install it. It took a long time to figure that out, and I was really puzzled by it since I was able to download updates successfully via the Wifi both before that and afterwards. We were using a broadband modem for our Internet connection at that time, though, so all I can think is that we were just having a bad connection day.
