URLS are supposed to have all non ascii chars encoded as UTF-8 and then percent encoded, see RFC 3986

For example:

urllib.quote(u'\xe1'.encode('utf-8'))
'%C3%A1'

repr(u'\xe1'.encode('utf-8'))
'\xc3\xa1'
