This is called color inverting and can be done across all apps by going into Settings> Accessibility> White on Black.
I don't have my iPad with me, but I do have my iPhone, and I believe that the setup is exactly the same. On the same page as White on Black you can chose to have a tripple click automagically invert the colors from anywhere. And you return to Kansas by tripple clicking again.
